Missouri NEA’s on-going communication with the Missouri Congressional Delegation on the Social Security/PSRS issue is paying off.

As a result of the Missouri Congressional Delegation inquiry, a Federal Task Force began meeting in December 2008 to discuss the issue of Social Security coverage for Missouri school district employees who are PSRS members. This Federal Task Force includes representatives from the SSA, the IRS, the Missouri Office of Administration, DESE, and PSRS.

Michael Grochowski, the Regional Social Security Commissioner, is chairing this Federal Task Force. The taskforce met with Missouri NEA and the educational associations on February 5, 2009 in the Public School Retirement System board room. Mr. Grochowski stressed the seriousness of this situation and shared their research regarding this issue, including review of over 500 position codes provided by DESE. The Social Security Administration’s attorney outlined all changes in federal and state law impacting their decision-making.

Mr. Grochowski confirmed that July 1, 2010 will be the new effective date of the policy change. He indicated, the Task Force research is still a work in progress, and he cautioned all of the attendees about distributing preliminary information until the final report is released to the Missouri Congressional Delegation and the public in March.

Based on the information provided at the meeting, it appears that the amount of individuals that would be impacted by this policy revision could be substantially less than initially indicated. In addition, it appears the Task Force is making an effort to clarify the status of as many positions as possible in their initial report, leaving us with only a few categories of employees left to find solutions for before July 1, 2010.

Mr. Grochowski will be briefing the Missouri Congressional Delegation on the outcome of the February 5th meeting. The Task Force Report is expected to be posted by mid-March on the Missouri Social Security Administration Web site.

Missouri NEA will continue to keep you informed while seeking solutions to this complicated issue.
